1. You see a Kelvarian Viser 
(Arm:14, melee fighting +5, distance fighting +5). It increases your magic level by 5%, your distance by +5, and your melee by +5.
Getting to the Quest
Head South of Canoe Island until you see a sign that says Pirate Island.
Go up the ladders and into the teleport.
